A controversial tax hike is on the horizon for residents of North Yorkshire, and it's sparking heated debates. North Yorkshire Council has proposed a 4.99% increase in council tax from April, and the situation is only expected to get more challenging.
The Conservative-led council justifies the hike as a necessary measure to address future funding gaps. Council leader Carl Les explains that they're already battling a £20 million deficit in the current financial year, and further increases may be inevitable in the coming years.
But here's where it gets controversial: the council blames changes in local government funding, specifically the loss of the rural services grant in 2024, for their financial woes. They claim this has resulted in a £20 million annual loss in core funding, and the government's new funding settlement places a heavy burden on taxpayers.
Les acknowledges the tough financial situation all councils are facing, especially in deeply rural areas like North Yorkshire, where service delivery costs more. He says, "There will undoubtedly be tough decisions ahead when we come to consider our budget for the next financial year and into the future."
The council's report reveals plans to use £17 million from its reserves for next year's budget, and without new savings, they'll need to take £59.3 million over the next three years. Deputy leader Gareth Dadd highlights the efficiency gains made through the merger of eight former authorities into one North Yorkshire Council in 2023, but admits they're faced with difficult options to maintain effective public services.
Peter Lacey, leader of the council's Liberal Democrat opposition group, recognizes the challenging context but criticizes the Conservative-led council for relying too heavily on savings made post-merger. He calls for a more ambitious approach, reinvesting short-term savings into long-term, sustainable solutions.
A government spokesperson, however, disputes the council's position, stating that they're providing almost £78 billion for council finances next year, including nearly £756 million for North Yorkshire, to ensure high-quality public services.
The North Yorkshire Council executive will meet on January 20 to discuss the proposal, and while a recent public consultation found 77% of respondents supported a rise in council tax, the debate is far from over.
